The UP Library Science Alumni Association (UPLSAA) cordially invites you to Caring for your Library Collections: a Seminar-Workshop on Handling and Protecting Library Materials on November 10, 2008 (Monday), 9am-4pm at the School of Library and Information Studies, Gonzalez Hall, UP Diliman.

This seminar-workshop aims to:

1. Introduce basic methods in handling and protecting library materials, specifically books, documents and photographs;

2. Discuss common causes of deterioration and the types of damages to these library materials;

3. Present basic housekeeping procedures to lengthen the life of the collection.

Registration fee (inclusive of morning and afternoon snacks, materials for the workshop and certificates) is P1,000.00 for non-UPLSAA members and P900.00 for UPLSAA members. Slots are limited; reservations are necessary. All reservations will be on a first come, first served basis.

MAHLAP Free Medical Mission

Dear Colleagues,

The Medical and Health Librarians Association of the Philippines (MAHLAP) invites all librarians to a free medical talk and mission on November 8, 2008 from 8 am to 12 noon at the National Library of the Philippines. This event is in celebration of the Library and Information Services Month, in coordination with the Philippine Librarians Association, Inc. (PLAI). We have invited Dr. Noel Sobrevega of the Jose R. Reyes Memorial Medical Center together with his team of experts to lead this activity.

This medical mission aims to provide medical assistance to fellow librarians, information managers, and library clerk and staff where most of them are exposed and suffering from common ailments such as asthma, arthritis, cardiovascular problems, stroke, diabetes, kidney failure, cough and colds and lack of vitamin supplements and herbal medicines. There will also be a free bone density test and x-ray examinations.

We will accommodate only the first 50 participants who reserve and confirm their attendance on or before November 3, 2008 through email.

Please take note that we will only accommodate walk-in participants on a first come, first serve basis subject to the cancellation of a prior reservation or if the participant who reserved did not appear 15 minutes before in the on-site registration area.

CONSAL XIV in Hanoi, Vietnam

From 20-23 April 2009, the National Library of Vietnam in cooperation with the Library Department and Vietnamese Library Association will be hosting the XIV Congress of Southeast Asian Librarians (CONSAL XIV) at the Melia Hanoi Hotel, Hanoi, Vietnam.

The theme of the conference is:



1. Consolidate solidarity and cooperation among librarians in Southeast Asian countries;
2. Unify awareness of the need to build dynamic libraries and information services in Southeast Asian countries;

1. Authors are invited to submit an abstract of 200-300 words on or before 14th November 2008 by email to thuphuong@nlv.

3. Deadline for full paper submission is 16th February 2009
4. Deadline for powerpoint files for presentation is 10th April 2009. Presentations shall be limited to 25 minutes.

*Please type in Microsoft Word format, Times New Roman font for the whole paper, at size of 12 points. Authors can also send a similar copy in PDF format.
*Title: type in capital letters and use 14 point bold fonts for titles. Leave a line between title and name of author.
*A full paper is no more than 4000 words.

ANG LAYBRARYAN SA KASALUKUYANG PANAHON (Ikasampung Bahagi ng Isang Serye) Ni Roderick Ramos

Pinakaiibig ng isang laybraryan ang copyright law ng bansa. Upang maiwasan ang anumang uri ng paglabag sa batas, ang Republic Act 8293 ay isang sandigan upang maging palagay at walang agam-agam ang laybraryan sa gitna ng pagpapasiya na may kaugnayan sa patas na karapatan ng manunulat at ng mambabasa.

Nakatutuwang pansinin ang bagong video na gawa ng DLSU para sa kanilang library orientation na may kaakibat na paalala patungkol sa copyright law. Ito ay mapapanood din sa tamang panahon kung bubuksan ang at nawa’y tularan ng lahat ng mga nakasaksi at maaring tanggapin bilang panimulang pagpapahayag at pakikiisa laban sa walang habas na duplikasyon o replikasyon ng mga babasahin (elektroniko man o hindi) na ayon sa ilan ay nagyayari dahil na rin sa ito ay ginagawa ng karamihan, pagsasamantala dahil walang nakakakita, at minsan lang naman bilang rason ng iba .

Maliban sa pagbebenta ng manlilikha o ng isang tagalimbag, ang pagpapaalam, pagsusupling o pagpapahiram sa publiko ng isang orihinal na kopya ay isang paraan na rin upang tangkilikin ang pagkabuo ng isang akda. Ang mga laybraryan taglay ang yaman ng silid-aklatan, gamit ang kanilang sining at disiplina, ay may laang proteksyon sa mga orihinal na akdang intelektwal sa artistikong larangan o pampanitikan gawa man ito ng gobyerno, isang indibiduwal, may kasugpong sa pagsulat o kolektiv at iba pa.

Mainam na basahin muli ang kabuoan ng Intellectual Property Code of the Philippines o Republic Act No. 8293 na maaring matagpuan sa at bigyang pansin ang Section 188 patungkol sa Reprographic Reproduction by Libraries.

Mula sa mga pamantayang nakalagay sa kanilang web sites, apat sa sampung unibersidad sa Pilipinas ang hindi pumapayag sa pagseroks ng mga di-nalimbag tulad ng tesis at disertasyon (SPUQC, ISU, ADNU TUP) habang dalawa dito ay pinahihintulutan ang kanilang mambabasa na makapagseroks ng abstract, review of literature, at bibliography o ng labinlimang pahina lamang mula dito para sa mga mananaliksik mula sa graduate program (UPLB, UST). Apat sa kanila ay nagbibigay ng oras upang makapag-photocopy ang kanilang kliyente sa loob ng labinlimang minuto (BulSU); tatlumpung minuto (TUP, ISU); at isang oras (CDU). Limitado rin kung djornal naman.. Dalawang artikulo lamang sa bawat isyu (IRRI) at sampung porsiyento naman ng libro ang pwedeng iseroks (SPUQC). Isa sa sampu ay kawani ng silid-aklatan ang nag-seseroks at hindi ang kostomer o ang sinuman.

Ford Foundation - International Fellowship Program


Ford Foundation - International Fellowships Program or IFP aims to provide opportunities for graduate education to exceptional men and women from marginalized sectors who will use this education to become leaders in their fields and to serve their countries and communities.

The IFP is now operational in 22 countries and territories where the Ford Foundation maintains active grant-making programs, including the Philippines. The program is being administered in the Philippines by the Philippine Social Science Council. A National Advisory Board composed of representatives from the academe, government and civic organizations serves as the program's policymaking body.

Benefits. The IFP aims to assist individuals who would not normally have the opportunity for graduate education because of geographic isolation, family poverty, discrimination due to ethnicity, physical disability, gender, or other factors.

Successful applicants will be able to pursue a Masters or Ph.D. degree in academic institutions in their own country or abroad. The IFP will cover the cost of up to three years of graduate study, includin:

· tuition and other school fees;

· travel allowances;

· living allowances;

· health insurance; and

· pre-academic training on English language proficiency, social research conceptualization and methodologies and basic computer operations and programs.

Eligibility. To qualify, an applicant must:

· be a resident of the Philippines or a Filipino citizen who resides or works in a 4th/5th class city, or 4th/5th/6th class municipality.

· hold at least a baccalaureate degree with above average performance; and

· have had at least three years of relevant work experience that relates to his or her proposed graduate study program and to the kind of work or community service that he or she plans to do after completing graduate school.

Application Procedures

Pre-application. Prospective applicants are required to fill out a pre-application form to qualify for a fellowship application. The form may be requested from PSSC or any of its regional offices, downloaded, or taken online.

Application. Only pre-qualified applicants will be given or sent an IFP application form. Applicants must submit the duly accomplished application form together with the required documents to PSSC or its regional offices on or before the end of the application period. INCOMPLETE or LATE applications will not be accepted under any circumstances. Fellowship applications are generated and reviewed on a yearly basis. Process. The selection of applicants entails a three-stage process. The initial screening of complete and qualified applications is done by regional screening committees who will rate these on the basis of the Program's selection criteria. The second review is done by a panel of experts who will look more closely into the candidates' academic qualifications, while the third screening consists of an interview with the top-ranking candidates by a national selection panel.

Basis for Selection. Application for IFP fellowship is competitive due to the limited number of slots per year. The selection of IFP fellows is based on their

· academic credentials and preparedness;

· leadership potential;

· experience in and commitment to community and national service; and

· socio-economic need.
