Cayaban's Formula in Library Budgeting

Dr. Enrique T. Cayaban is the current Director of Libraries of Saint Mary's University (SMU) of Bayombong, Nueva Vizcaya, Philippines. He was able to come up with the so called Cayaban's Formula in Library Budgeting. The main objective of this is to come up with fair distribution of library budget for each school or college in the university based on some variables.

SMU Library Budget is based from the total library fees collected by the university. The total library fees is divided into:

A) 55% for the General Library Fund; and
B) 45% for the Distributed Library Budget

The General Library Fund refers to the budget for the:
* library supplies
* subscriptions to newspapers and popular magazines
* IT facilities and equipment
* communication expenses
* library publications
* student assistants
* books for recreational readings
* purchase of General Reference books

The Distributed Library Fund refers to the library budget for school/college:
* accountancy
* arts and sciences
* business
* education
* engineering
* information technology
* law
* nursing
* public administration & governance

The Cayaban's Formula:
Budget for School A = P1 (No. of enrolees / Total enrolment) + P2 (No. of faculty / Total no. of faculty) + P3 (No. of courses / Total no. of courses) + P4 (No. of faculty circulation / Total no. of faculty circulation) + P5 (No. of student circulation / Total no. of student circulation) + P6 (No. of student attendance / Total no. of student attendance)

Variables in Cayaban's Formula:
P1 No. of enrollment (Weight)
* less than 500 (10%)
* 501-1,000 (15%)
* 1,001 – 1,500 (20%)
* 1,501 – 2,000 (25%)
* 2,001 – 3,000 (30%)
* above 3000 (35%)
P2 No. of faculty members (15%)
P3 No. of degree courses (20%)
P4 No. of faculty circulation (10%)
P5 No. of student circulation(10%)
P6 No. of student attendance(10%)
