Who are Qualified to Take the Librarians Licensure Examination

REPUBLIC ACT NO. 9246 Article 3, Sec 15. Qualifications of Applicants. Applicants for licensure examination must meet the following qualifications at the time of filing of applications:
  1. Good health and good moral character; and
  2. Graduate of Bachelor’s degree in Library Science and Information Science: Provided, That a holder of a master’s degree in Library and Information Science shall be allowed to qualify for application to the licensure examinations: Provided, further; That within five (5) years from the effectivity of this Act, holders of the following degrees shall also be allowed to qualify for application to the licensure examination:

    1. Bachelor of Science in Education or Elementary Education; or Bachelor of Arts with a major or specialization in Library Science;
    2. Master of Arts in Library Science or Library and Information Science; or
    3. Any masteral degree with concentration in Library Science.
The law was approved on February 19, 2004, and became effective "after fifteen (15) days following its publication in the Official Gazette or a national newspaper of general circulation."

During my conversation through phone to a reliable resource person, the following came out:

Graduates of
BSE, BSEE, AB in LS, MA/MAED in LS, and any masteral degree with concentration in Library Science can still apply and qualify to take the exam this year.

Undergraduate courses such as BSCE, BSC, and other courses with concentration in Library Science (with 18 units or more) are not qualified to take the exam.

Any masteral degree, be it MAT, MAED, MSBA, MBA, and others, with concentration in library science can still apply and qualify to take the exam this year.

After
March 2009, only graduates of Bachelor in Library and Information Science and Master in Library and Information Science will be allowed to take the exam.

Therefore, this November
2008 will be the last exam for non-BLIS or MLIS degrees.

ANG LAYBRARYAN SA KASALUKUYANG PANAHON (Ikasiyam na Bahagi ng Isang Serye) Ni Roderick Ramos

Walang nakapasa sa ginawang classification literacy test para sa L o Education information sources na may 60 porsiyentong mag-aaral mula sa ikadalawang taon at 40 porsiyento naman mula sa ikaapat na taon sa kursong Edukasyon. Natamo ang 65 porsiyento bilang pinakamataas nang puntos o tatlong tamang sagot na lamang ang kinakailangan upang maipasa ang nabanggit na literacy test. Ang pagsusulit na ito ay isang parte lamang sa ginagawang pananaliksik tungo sa pagsuri, pagkilala upang makamit ang isang hanay ng mga inaasahang kaalaman o learning outcomes sa pagtantiya sa karunungang mayroon ang mga mag-aaral patungkol sa klasipikasyong Library of Congress, lalung-lalo na ang L o klasipikasyong Edukasyon sa kanilang pagpili ng mga panggagalingan ng mga impormasyon.

Umaasa ang ACRL o American Library Association na ang isang indibiduwal na may literasiya sa impormasyon ay nakakapili ng pinakatamang sistema sa pagkuha ng mga ninanais na impormasyon. Ito ay isang indikasyong hinihingi sa pagganap ng mga pamanatayan ukol sa mga kasanayan para sa Information Literacy at inaasahang ipinamamalas na mabuti na may kagalingan ng bawat mag-aaral.

Natuklasan na isa sa mga pinakamahirap na aytem ay ang pagkaalam sa kasalukuyang bilang o dami ng bibliographic entries na mayroon ang elektronikong katalogo o talaan sa Edukasyon. Kasama dito ang pagkaalam din sa bilang ng mga sangay ng karunungan na nakaugnay sa klasipikasyong Library of Congress; di matunghayang gamit ng I, O, W, X at Y; at interpretasyon ng decimal pointsa paghanay ng mga libro at ibang babasahin sa istante.

Batid ng mga mag-aaral na ang L ay ang tamang letra o klasipikasyon na may kaugnayan sa kursong Edukasyon at hindi H - para sa mga agham panlipunan- o P - para naman sa lingguwistika at literatura. May kamalayan ang mga mag-aaral na hindi nahahati sa sampu lamang ang klasipikasyong kanilang nakikita sa aklatan bagaman hindi alam na ito ay binubo ng dalampu’t-isang sangay mula sa klasipikasyong Library of Congress sapagkat mas hayag sa kanila ang sistema at klasipikasyong Dewey Decimal mula elementarya hanggang hayskul.

Nakatutuwang banggitin na 50 porsiyento sa mga mag-aaral ay alam kung ilan ang bibliographic entries na mayroon ang elektronikong katalogo o talaan ang ALLAN C. ORNSTEIN, manunulat ng Strategies for Effective Teaching. Maging ang libro na ang pamagat ay The Magna Carta for Public School Teachers ay naihahanay at nakapuwesto nga sa LB at hindi sa LA. Mahihinuha mula sa dalawampung aytem na inihanda ang mga kahinaan at kalakasan patungkol sa kamalayan o kaalaman ng mga mag-aaral sa kanilang pagpili ng mga panggagalingan ng mga impormasyon gamit ang L o klasipikasyong Edukasyon.

Pagpapatunay at bilang isang halimbawa, Teaching Science as Continuous Inquiry, Rowe ay matatagpuan sa LB 1585 ng klasipikasyong Library of Congress habang ang Essentials of Elementary Science, Dobey ay nakahanay sa Q 181. Parehong silang nakategorya bilang mga Science information sources sa DDC ngunit may pagbabago kung ang gamit naman ay LC.

Requirements in PRC Board Exam Application

The main reason for cross posting these information is for the guidance of anyone who will take the board exam. Last September 12, 2008 (Friday), I accompanied my former students to file their applications in taking the board exam. Their application was not approved because they do not have "Certificates of Good Moral Character." Due to our experience on that day, I decided to write an article to show our disgusting feelings towards some ignorant or better to say "incompetent" staff. I said ignorant/incompetent staff for the reasons that they do not even know or aware of the RESOLUTION NO. 2004 – 192 Series of 2004 (SUSPENSION OF RESOLUTION NO. 2003-132, SERIES OF 2003, REQUIRING APPLICATIONS IN LICENSURE EXAMINATIONS TO SUBMIT CERTIFICATE/TESTIMONIAL OF GOOD MORAL CHARACTER).

First, we went to the Office of the Legal Division to clarify/verify the suspension of good moral character as a requirement but the staff assigned in that Office told us to see the Head of the Application Division. So, we went to see her and said there is a resolution regarding the suspension of Resolution No. 2003-132, series of 2003 but she insisted that "Certificate of Good Moral Character" is one of the requirements.

If ever that the said requirement is really one of the requirements, they must publish it on their web site. Moreover, the No. 6 requirement which states that "Other specific requirements as required by the Commission and/or the Professional Regulatory Board" must be specified.

Thus, the following are the requirements in applying the board exam based on the PRC web site:

  • Original and photo/xerox copies of Transcript of Records with Special Order and Date of Graduation with SCANNED PICTURES AND WITH REMARKS “FOR BOARD EXAMINATION PURPOSES ONLY”. View Res.2004-200. .(Graduates of government schools and institutions/programs accredited by recognized accrediting agencies under the FAAP are exempted from SO [B]) . Graduates of New Schools/Degree/Programs must submit School Recognition and/or Permit to Operate.
  • Original and photo/xerox copy of NSO-issued of Birth Certificate (in NSO security paper; if NSO copy not very clear, bring copy from local civil registrar)
  • Four (4) passport size colored pictures with complete name tag in white background
  • Current Community Tax Certificate (Cedula)
  • Original and photo/xerox copies of NSO-issued Marriage Contract in NSO security paper (for married female only;if NSO copy not very clear, bring copy from local civil registrar)
  • Two (2) Testimonial or Certificate of Good Moral Character

    SUSPENSION OF RESOLUTION NO. 2003-132, SERIES OF 2003, REQUIRING APPLICATIONS IN LICENSURE EXAMINATIONS TO SUBMIT CERTIFICATE/TESTIMONIAL OF GOOD MORAL CHARACTER

    WHEREAS, the Commission issued Resolution No. 2003-132 series of 2003 and Memorandum Circular No. 2003-10 dated September 22, 2003 requiring applicants in licensure examinations to submit Certification/Testimonial of Good Moral Character

    WHEREAS, there have been reports on the proliferation of enterprising professionals outside the Commission victimizing examinees from the provinces who do not know any professional from the city by charging exorbitant fees.

    WHEREAS, there are also reports that pre-signed certificates of good moral character are also allegedly being sold outside.

    WHEREAS, there are also complaints from the examinees that they incur additional expenses looking for registered professionals belonging to the same discipline who will vouch for their moral character.

    WHEREAS, the Licensure Office and Legal Division find the above reasons justifiable and recommended to the Commission the temporary suspension of said requirement to have ample time to study possible means of supporting the moral character of the examinee and to prepare for the trouble-free implementation of such requirement.

    WHEREFORE, the Commission RESOLVED as it hereby RESOLVES to temporarily suspend the submission of the Certificate/Testimonial of Good Moral Character until such time that the Commission will be able to come up with a better alternative or solution for its trouble-free implementation.

    Let copies of this Resolution be furnished all the Professional Regulatory Boards, officials and employees in the Central and Regional Offices for their information and guidance, and to all heads of schools, colleges and universities for dissemination to their students who are enrolled in courses requiring the passing of licensure examinations.

    ANG LAYBRARYAN SA KASALUKUYANG PANAHON (Ikawalong Bahagi ng Isang Serye) Ni Roderick Ramos

    Ang pagkakaroon ng isang kurso tulad ng Introduction to University Lifeng California State University o Introduction to Lifelong Learningbilang programa para sa mga mababa at mataas na paaaralan sa Pilipinas ay hudyat upang maisakatuparan ang pagyakap ng mga laybraryan sa kampanyang kinakailangan ng Information Literacy.

    Ang teacher identity ng laybraryan ng anumang tanggapan ay lubhang maitataguyod dahil na rin sa ang pagtuturo, ayon kay Rockman (2004), ay isang katangi-tanging inaasahang kasanayan na mayroon ang propesyong laybraryan sa kasalukuyang panahon habang dumarami ang hamong nakaakibat sa paghahanap, pagkuha, ebalwasyon at pangangasiwa sa impormasyon mula sa walang tigil na pagdaloy ng iba’t-iba at nagbabagong pagmumulan – elektroniko man o tradisyunal – na siyang haharapin ng lahat ng tao. Nakapaloob sa konsepto ng teacher identityang maraming salik tulad ng preparasyon sa pagtuturo, suporta ng administrasyon, multiple demands atstereotyping bilang isang guro at laybraryan. (Walter, 2005)

    Bagamat abala ang mga laybrayan sa pagdidisenyo ng kanyang serbisyo - paghahanap, pagkuha, ebalwasyon at pangangasiwa sa impormasyon at metadata– ang katangi-tanging inaasahang kasanayan gamit ay teaching portfoliosay ginagantimpalaan din at magbubunga ng tagumpay para sa kampanya ng Information Literacy hatid ng isang malusog na kultura ng pagtuturo o healthy culture of teaching sa organisasyong kinabibilangan.

    Nararapat lamang na bigyan-diin o palalimin pa ng laybraryan ang kanyang nalaman sa pedagogiya, banghay sa pagtuturo at ebalwasyon ng pagkatuto ng mag-aaral upang maging epektibong mga guro na maghahatid ng literasiya sa impormasyon.

    Ayon kay Goodin (1991), ang mga mag-aaral na naturuan ng mga kasanayan sa konteksto ng information literacyay pumuntos ng higit sa pangkalahatang pagsusulit kaysa sa mga mag-aaral na di naturuan. Ng ituro ang mga kasanayan sa konteksto ng pagbibigay lunas sa mga suliranin gamit ang impormasyon sa mga asignatura, naging positibo ang epekto nito sa pagkatuto at gawi ng mga mag-aaral.     Grade School and High School Teachers Assigned as Librarians

    A position paper passed to the Board for Librarians

    Hundreds, if not thousands, of teachers in the Grade and High schools in the country are assigned in school libraries. These teachers are not qualified as librarians according to R.A. 9246.

    Cognizance of their presence in these schools, this paper takes the cudgel of bringing their pleas and prayers to the attention of the Board for Librarians to adopt proper measures to legitimize these teachers in their practice of librarianship and/or for said Board to request the proper government entities to make amendments to R.A. 9246 in consonance to the plight of these teachers.

    It is to be noted that the undersigned, as a licensed librarian, a university director of libraries, and a professor of library science, has been invited by some schools, library and school associations as a resource person. The following are essentially observed:

    • That there are teachers assigned in school libraries but are not qualified under R.A. 9246.

    • These teachers assigned as librarians are, indeed, practicing librarians most of whom have not, in any way, taken up formal instruction or units in librarianship;

    • These teachers assigned as librarians have been assigned as librarians for quite a number of years usually five (5) or more years;

    • That many of these teachers are not aware of the presence of the law on the practice of librarianship in the Philippines;

    • These teachers assigned as librarians are eagerly interested to become licensed librarians.

    Likewise, this paper recognizes the role of that these Grade School and High School teachers assigned as librarians in making their school libraries as essential and integral parts to the educational process.

    Moreover, R.A. 9246 specifically provides that the Board for Librarians is mandated “To look into the conditions affecting the practice of librarianship, and when necessary, adopt such measures as may be deemed proper for the enhancement and maintenance of high ethical, moral and professional standards of librarianship” and “To adopt policies and set the standards for all types of libraries, librarians and the practice of librarianship”.

    It is therefore prayed that the Board for Librarians look into the conditions of these teacher librarians who have been taking care of library resources upon the instructions of their school heads.

    The following are the essential points for the Board for Librarians in either exercising their powers as provided by the Act and/or seek legal amendments:

    · that teachers who have been assigned in the library for no less than ten years shall be exempted from taking the Licensure Examinations for Librarians;

    · a teacher-librarian who has been assigned as a librarian who has completed at least a bachelor’s degree, eighteen (18) units in Library Science, five (5) years experience in librarianship, and a first grade eligible or its equivalent;

    · that said teachers shall be considered as professionally Licensed Librarians upon exemption and “upon application and payment of the required fees, the Board shall issue a Certificate of Registration and Professional Identification Card” to qualified teacher applicant.

    These teacher librarians, no doubt, when licensed shall be ensured of the high standard of personnel engaged in information provision and foster their professional interests and aspirations. As teacher librarians belonging to the broad fields of Education and Librarianship are valuable because they play a critical role in the development of information literate citizens who will become lifelong learners.

    The valuable role of the teacher librarian focuses on (a) Learners and learning, (b) Teachers and teaching, (c) enhancing the curriculum and (d) Facilitating access to information
